No. A stranger is someone you don't know and we can't tell if they're a "good" or "bad" person by looking at them. Tere can be "good" and "bad" strangers. Fire fighters are "good" strangers because they are community helpers.

Cross at the crosswalk (if available). Look left and right many times. Cross only when there are no cars. Walk quickly.

Check to make sure that you know the person and ask why they are there. Don't open the door to them if you don't know them or aren't expecting them.
