What is my humidity, precipitation and temperature like in the POLAR zone?

Even though there is snow present, this does not mean there is a lot of precipitation. We must remember that the water cycle thrives on evaporation which requires heat. The polar zone is cold so there is less evaporation occurring therefor less precipitation. However, it may seem like high precipitation when there's a lot of snow present but that is due to the temperature being so cold that the snow doesn't melt instead fresh snow piles upon old snow as it infrequently precipitates/and only in small amounts.

Why could a mountain experience two different climates on either side of it?

One side may be closer to the ocean/big body of water which causes higher precipitation/humidity---> greener causing more plant life.

The other side may be dryer, from low precipitation and humidity.
