How was the Presidential Reconstruction plan different from Congressional Reconstruction? 

Presidential: Southern states only had to pass the 13th Amendment. Focus was on bringing the South back into the Union quickly. 

Congressional: Southern states had to promise to treat black people equally, pass the 14th Amendment, and it punished those involved in the Civil War.
