Safety drills help us practice for real emergencies. 

Talking during a real emergency could make it difficult to hear instructions from the people trying to keep us safe. 

If we are hiding during a lockdown, it could also give away our location and put us in danger.

We have to use level 1 voice in the cafeteria because there are so many people in the room, that a level 2 voice will become too loud.

Using level 1 in the cafeteria ensures everyone can hear their friends and that it doesn't get too noisy.
