They were called a "poor man's colony" because they had a lot of jobs and very low taxes. People could work many jobs and keep a larger part of their salary for themselves instead of giving it away.

The Provincial Court was lead by a governor, who was appointed by the King of England. The people (men with property) voted for members of the council. The council members then voted on laws and policies.
