Why would jail staff MH clinical staff have to spend three hours “supersleuthing” to figure out an individual’s identity so a proper risk assessment could be completed on the unidentified (now identified) individual?

 On occasion new arrestees cannot be identified. This past week a man who had multiple aliases was arrested. He was elderly, smearing feces and uncooperative.  With the help of ICR's, police data bases he was eventually identified.
