Tattling. Chester is trying to get someone in trouble.

After school, Chester and Victor play football while they wait for their moms and dads to pick them up. Chester throws the ball into the street for Victor to catch. There are cars driving in the street. Lilly notices and immediately goes to tell the teacher.

The teacher explains that a fire drill will take place in 5 minutes. Once the alarm goes off everyone lines up and begins to walk outside. You notice that Chester and Winston jump into a different line with children from another grade.

Agree. Wemberly was not hurt. She should have instead told Lilly that she needs to push her chair in to keep others safe.

During a math lesson, Winston, begins to pick his eraser into tiny pieces. You stop working to tell Winston to stop doing that, but he continues as he gives you a mean look. 

What should you do and why? 

You should ignore Winston. If you tell the teacher what Winston is doing, this would be TATTLING.
