For participants without a high school diploma or GED, they can be involved in one of the following: [1] Courses designed to provide specific knowledge and skills for a specific occupation or work setting, [2] ESL [3] Basic Education [4] Classes that will lead to a GED when it is a prerequisite for employment by an employer [5] Distance learning programs that meet minimum qualifications

3500 Minor parent participation objective
A minor parent is a parent under the age of 18. Head of household and non-head of household minor parents have the same requirements. Emphasis is placed on completing basic education

3460 Job skills training
Job skills training is a non-core activity defined as training or education required by an employer to provide a participant with the ability to obtain employment or advance or adapt to the changing demands of the workplace.

3500.2 Minor Parent participation assessment
Parent, guardian, or other adult minor is living with, is required to accompany minor to TEA appointments, assessments, or interviews

Job skills training includes:
[1] customized training that meets the needs of a specific employer [2] general training that prepares participant for employment [3] literacy or language instruction if it is focused on skills needed for employment or is a part of the job training [4] vocational education training that continues after the twelve-month time limit, if it fits in the definition of this activity.

3500.3 Employment/Education plan
The plan is developed jointly by the minor and the Workforce Specialist and identifies the following: [1] the minor parent’s education and employment goals [2] Problems that, if not addressed, will prevent the minor from remaining in school and/or becoming employed [3] Program services the minor parent will need in order to remain in school or accept specific employment [4] Specific tasks to be performed by both the DWS workforce specialist and the minor parents.

Study time as participation hours
Study time or homework time counted toward hours cannot exceed the amount of hours required or advised by education provider.

3510 Minor parents supportive services
All services provided under TEA are available to minor parents with the exception of any that require the participant to have income or sign a legally binding contract

3470 Attendance at a secondary school
This is a non-core activity defined as high school attendance or participation in a GED preparation class

3520 Minor parents non-compliance sanction
[1] first 3 months of non-compliance = TEA payment reduced by 25% [2] Subsequent months of non-compliance – TEA payment will be reduced by 50% of the amount for which the family is otherwise eligible [3] The case will not be closed due to the non-compliance of a minor parent
