The normal ministers of the Sacrament of Baptism are the bishop, priest, or deacon. However, in an emergency (like the imminent death of a newborn) any person - even a nonbaptized person - can baptize another as long as he or she has the right intention, uses water, and recites the Trinitarian formula: " I baptize you in the name of the Father, and of the Son, and of the Holy Spirit."
