Who was Sam Houston?
Stopped immigration from the US, suspended majority of the empresarios' contracts that haven't been completed, immigration from Mexican and European families were encouraged, set up new forts, and discouraged trade with foreign countries by placing taxes on imports to Texas.
Majority were farmers that would benefit from cheap land. Many came to escape debt. Others were curious about what Texas had to offer. Many were Anglo- American.
