to be going to - we use for plans for even unspecified time in the future, "going to" tells us it is the plan but after we need to put a verb that tells us what the plan is about. 

Ex.: I am going to study more. 

PC for future arrangements - it is something that is happening at a specific time in the future and it's certain.

Ex.: I am not going out this afternoon. We're writing a test tomorrow so I must study.
