why? Prior to 1941, Thanksgiving was the last Thursday of the month. In 1939, Thanksgiving would have fallen on Nov. 30, the last day of the month. FDR worried the shortened Christmas shopping season would dampen the economic recovery. He moved the holiday, which resulted in much opposition. In 1941, a joint resolution of Congress was signed into law by FDR designating Thanksgiving be observed the fourth Thursday in November each year.
