How does the Capitol review rebellion, and why is District 12 a key part of resistance? 

The Capitol sees rebellion as a threat to its power, so it uses strict laws, propaganda, and harsh punishments to stay in control. The Hunger Games are meant to remind people what happens if they rebel.

District 12, though the poorest, is important in the rebellion because of Katniss. Her bravery with the Nightlock berries and her Mockingjay pin became symbols of resistance.
