The purpose of the Hunger Games is the districts’ repentance for rebelling against the Capitol (74 years ago during the “Dark Days”). It is also a yearly reminder that the Capitol can and will make them pay if they ever try to rebel again.

They communicate through gifts. When she needed water desperately, he didn't send any. That told her she was close to a water source. When she kisses Peeta, she gets soup broth. She realizes that to get better gifts, she needs to convince him she's in love.

What is desensitization (define it in your own words) AND how did the author express this topic in the novel?
(Possible answer): Desensitization is to make someone less likely to feel shock or distress at scenes of cruelty, violence, or suffering by overexposure to such images. Suzanne Collins expresses this through the Capitol-sponsored Hunger Games event, which is mandatory viewing for all the citizens of Panem. The Capitol audience treats the tributes as forms of entertainment rather than actual human beings. Because it isn’t their own children who are killed, they feel no compassion toward the district children. Even the tributes are desensitized, or at least do not allow themselves to be sensitive toward one another. The Career tributes actually train for the event.

Why does the Capitol allow Cato to suffer all night?
It's providing entertainment for the Capitol citizens. If he died quickly or painlessly, it would not be an exciting ending. It is also prolonging the length of the Hunger Games.

The capitol will do anything to put on a show for the Capitol citizens. They are willing to kill other people's children and make the poor citizens have more chances at the reaping just to get food.
