Sacrament is passed to the Apostle first. The Apostle gives the okay on the sacrament prayer instead of the bishop.
Do ALL the apostles have ALL the keys?
All apostles have all the keys… but only the prophet has the ACTIVE POWER to use ALL of them. (Ex: A former bishop can still hold the keys, but he doesn't have the active power to use them.)
