Yes (Rockers). Resident B has a right to possess alcohol in his room. Resident A is not allowed to touch it at any time. But resident B can't have alcohol in his friend's room (Resident C), because Resident C is 18 and Resident B is just a guest there.

How long are guests allowed to stay overnight?
No more than two persons may occupy a space as overnight guests at any time. The total number of occurrences a guest may stay overnight is not to exceed three (3) days over a course of a seven (7) day period.
What is the preferred method to attach posters and other wall hangings in a residence hall room?
Painter's tape. Other methods will cause damage and may lead to damage charges being assessed when the resident checks out.

24-hour quiet hours are in effect through the entire finals exam period beginning at 12:00PM noon the day prior to the scheduled exam period and concluding at 12:00PM noon the day following the last scheduled exam period.

The university does not have facilities to offer for the storage of personal belongings. Hallways, stairwells, lounges and kitchens are not to be used for storage. “Excess” furniture from student rooms must remain in the room.

I can drink in my room with the door closed. I can drink in my legal age friend's room if I am their escorted guest and their door is closed. I can't drink in the hallway, laundry room, lounge, porch or any other public area of the hall.
Missing Person Procedure
The University follows SDBOR Policy 3:21 for missing students. All reports of possible missing students should be reported to the Dean of Students or Campus Safety.

Objects hanging on sprinkler pipes are a fire hazard and can cause pipe breakage, resulting in extensive water damages to the University and resident's personal property.

Guests shall be defined as a person not assigned to the specific residence hall room, suite, apartment, or community spaces by the Department of Residence Life & Community Standards or Summer Conferencing. All guests are required to comply with Community Standards and other applicable policies.
When studetns arrive for on-campus housing, what should they be familiar with when moving in?
All residents must adhere to the South Dakota Board of Regents Code of Conduct found here. All residents are responsible for being familiar with the Code of Conduct.
Explain the procedure for handling an incident where you have found underage drinking and have decided not to involve Campus Police.
Determine if anyone needs medical assistance. If so, call CP. Make sure you have accurately recorded the legal names of every person in the room. People are uncooperative? Call CP. People don't have ID? Call CP. Accurately record the type and amounts of alcohol in the room. Ask if you can look in the fridge. If they refuse, that's fine but make a note of it. Have the resident(s) of the room dump the alcohol down the nearest drain. You should not do it, only observe them. Deal with any other issues you have found (guests not signed it, burning candle, noise), disperse group.
