Han shot first is a reference to Han Solo's first scene where he shoots Greedo. A scene that was changed in later editions to show Greedo shooting at Han and missing, before Han took the fatal shot.
In the DC Universe, The Flash is the fastest man alive, but the comic has shown many ways to slow him down which includes putting him in zero gravity, making him run against the wind, denying him food and breaking his legs.
