I think it was Boo Radley who put the blanket on Scout the night of the fire. I think this because everyone else had been helping put out the fire and she was standing outside the Radley house, which would make it easy for him to sneakily put the blanket on her.

They were supposed to wear dresses back in the day to be ladylike. Women were not supposed to do things that men could, which is why Aunt Alexandra said she should not be able to do things in pants, because those were manly activities.

The night of the fire, the town of Maycomb all helped put out the fire that night. In case of a fire I would try to help out in whatever way possible. I would help out because if I was in the other persons situation, I would want help too.
