Why does it seem Jem and Scout wanted Boo Radley to have murdered Mrs. Radley?

The two kids want to feed the superstition that Boo Radley is a killer or bad person. They received the news after Atticus got home. He delivered the news to the children once he walked into the house. They were disappointed and insensitive to to the fact Boo's wife has died. Their immaturity also contributed to this.

Jem saw Atticus and he knew that the situation was handled. Scout on the other hand was out of control when the house was on fire. Have you ever been calm when others around you were not, even though the situation is stressful? 

Caleb:

One time I broke my arm on the playground. My family was freaking out and in hysteria because my arm was going the opposite direction. Besides wincing from the pain, I stayed relaxed and ready to face the situation. I started to go to the hospital for treatment.

Why didn't Scout look at Mr. Avery when he was struggling out of the window. 

Scout was outside of the Radley place when she saw him struggle out of the flaming house. Her sensitivity and weak state of mind contributed to this lack of mental soundness. She is still young and not ready to face real world events. This develops the fact that Scout is youthful and not ready to face hardships.

Caleb:

I live in Flicksville, and there are many instances of equal and fair representation for all sides of race. There is equal opportunity to get a defense attorney and go through the court system with integrity. The law is now equal and seems just all throughout the country.

Jem realized that Boo Radley gave Scout the blanket to Scout, when they were waiting outside of Boo's house. You can infer this because he would have been the closet patron to the kids when they were outside. His previous actions also contribute to the fact that he wants to help the kids.

Does Atticus's professional opinion on how to approach defending African Americans in court still apply throughout the judicial system today?

In his professional approach yes. Not his own personal beliefs. Atticus would defend any person of any race in a court of law even if they are not the same race. He does have racism to himself personally, but in regards to his profession he is more neutral. Now lawyers would defend anyone for any action no matter who they are or what they did. But now they would seem more eager and accepting to there clients of different race today. People in the court of law are not nearly as racist as before and the court system today is overall more eager and accepting to its clients.
