Compelling federal and tribal interests outweighed California's interest and therefore preempted state regulations. Essentially, if a state does not outright prohibit gambling, then it only regulates it and Tribal gaming is permitted.


Reasoning - 

Since California permits a substantial amount of gambling activity, including bingo, and actually promotes gambling through its state lottery, we must conclude that California regulates rather than prohibits gambling in general and bingo in particular.
