Nothing. They agreed to wait 20 years before addressing the issues of slavery. The closet thing they have to talking about slavery is the 3/5ths compromise where they determine how slaves will be counted towards a states population for representation in the House of Reps.

Allows Congress to do what is deemed "Necessary and Proper" an example of this is in McCulloch v. Maryland where they decided since they have the ability to tax they also have the ability to create a bank because it is necessary and proper (This is an implied power)
