They did not think it was necessary because it was "a given." It should be self-explanatory that the government would protect the rights of the people.
They feared that if certain rights were written down, those not listed would be abused. (Led to the 9th Amendment)

1. Dual: (pre-1930) Powers are clearly defined and separate from the State and Federal governments. (Ex. States control driving and traffic laws, which the Fed controls money)
2. Cooperative: (post-1930) Powers are often shared between the State and Federal governments There aren't defined, rigid responsibilities. (Ex. Education is shared between the States and Fed)
