King is comparing the way African Americans are treated in the United States to a check with insufficient funds. The meaning of this extended metaphor is that African Americans are treated poorly in the United States. He goes on to say “we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation.”What this means is that people are being blindsided by the fact that America is full of racism and that there is a lack of opportunity for African Americans because of that racism.
