Article 3 Section 1 of the Tennessee State Constitution of 1796 states the following:  "Every freeman of the age of twenty-one years and upwards possessing a freehold in the County wherein he may vote and being an inhabitant of the State, and every freeman being and inhabiting any one County in the State six months immediately preceding the day of election shall be entitled to vote..."

What is different about this state Constitution?  Who can vote?

there is not exemption based on race- it does not state a person must be black, white, etc.  All men, including free black men who owned property, and lived in Tennessee for at least six months before an election were eligible to vote.

The southern states had already paid off their debts from the Revolutionary War, and this would only benefit Northern states.

The United States needs to remain neutral and not form alliances with other countries, only have trade and business relationships.
