Explain why the 3/5th compromise represented a compromise between free states and slave states

The 3/5ths Compromise was a deal between free states and slave states over how slaves would be counted for representation and taxation.

  • Slave states wanted enslaved people counted as part of the population so they could get more representatives in Congress, even though enslaved people had no rights.

  • Free states argued that enslaved people shouldn’t be counted at all since they couldn’t vote and were treated as property.

The compromise said that three out of every five enslaved people would be counted toward a state’s population.
This gave slave states more representation than if slaves weren’t counted at all, but less than if they were counted fully, which is why it was considered a compromise.
