Sal judged Mr. Birkway and thought he was a murderer, but she realized he reminded her of her mother. Phoebe called the strange guy a lunatic and thought he would kill Sal and herself. Sal had the same feelings until she realized he was not a lunatic. She based this information on no one in Phoebe's house calling the police.
