No, what John did is called Libel. Printing Libel online like John did is not protected by the 1st amendment because it infringed on Suzy's rights.

Yes, the 4th amendment gives all U.S. citizens protection from unwarranted searches and seizures of their property. Since the authorities did not ask for permission or have a warrant, they are not acting within the law in this instance.

Yes, Richard's crime is not a major crime so the punishment of losing a limb does not fit the crime and could be seen as cruel and usual. Richard is protected from cruel and unusual punishment by the 8th amendment.

The government decides to use Jessica's house to quarter soldiers because they do not have enough space at the military base. They have not asked her if that is okay and it is not in a manner prescribed by law. Is this infringing on Jessica's rights as a U.S. citizen?

Yes; the 4th amendment says that troops cannot being quartered in a citizens house without their consent, during time of war, or in a manner prescribed by law. This is right that many Early American citizens fought for after their experience with the British troops.
