The paper/water is neutral. Rod will be  -ve and will attract the water or paper. The negatively charged rod will repel the electrons in the paper or water, leaving the positive protons to be attracted towards the rod. Neutral objects can still be attracted by charge seperation.

Why does lightning occur?

Lighter, positively charged ice crystals float up to the top of the cloud. Heavier, negatively charged hail and water droplets sink to the bottom. This leaves the cloud with a positive top and a negative bottom. The ground gets attracted: Because opposite charges attract, the heavy negative charge at the cloud base repels negative charges on the ground below, leaving the ground surface (including trees, buildings, and hills) positively charged. The spark connects: Air is normally an insulator (stops electricity flowing). However, once the difference in charge becomes too great, the electricity rips through the air to connect the negative and positive zones.
