The Great Compromise was a combination of the New Jersey and Virginia Plans. It created a lower house of representatives that are elected and the number of representatives depends on the population of the state. It also created an upper house called the Senate and every state gets 2 senators. This was a heavily debated topic at the congressional meetings and took over a year to come to this agreement.
