What is Cadet Protection Regulation
DAILY DOUBLE SCENARIO (describe what you would do)
A cadet confides in you that s/he has not eaten for a day because they don’t like any of the food that is being served. They ask you to stop at the closest store to purchase the “foods they eat at home.”
Discussion: First, make sure the cadet is safe. Offer water and any snacks you may have. Then discuss the difference between medical and religious dietary needs and food preferences. Come up with an agreeable plan for nutrition. Contact IACE HSO for assistance.
This military skills instruction is characterized by externally imposed discipline aimed at meeting both individual and team standards. Includes elevated levels of discipline, urgency, and performance expectations. Is not appropriate for an IACE activity.
What is Level I intensity?
All participants (cadets and escorts) should expect to walk this many miles a day, each day of the exchange, and participate in all scheduled High Adventure Activities.
What is 5 to 7 miles per day?
This should happen for 2 to 6 hours every couple of days for your guests to do what they would like.
What is free time?
Be responsible for the health, safety, and welfare of cadet ambassadors from the moment they arrive at the U.S. hub travel city until they separate in the US to return home.
What are the duties of an IACE Escort?
This arises if an adult leader observes their fellow members’ interactions with cadets failing to follow CPP standards of practice or violating CAP regulations, in general. The adult leader will intercede in this instance.
What are Boundary Concerns?
This is one way to proactively monitor cadet hydration and nutrition.
What is observing during meals and reminding cadets to drink water regularly?
This intensity level allows for structured training but avoids mental stress.
What is Intensity Level II?
Consumption of this by cadets or escort ambassadors is not permitted at any time, in any country.
(Violation of this policy by any cadet or escort ambassador will not be tolerated and may result in termination from CAP.)
What is consuming alcohol?
This duty includes ALWAYS knowing where each cadet is and what each is doing.
What is cadet safety and accountability?
(CAP cadets and escorts must attend all scheduled activities. If a CAP cadet wishes to leave the group during free time, he/she must have your permission. Before granting permission, consult with the host to ensure that he/she has not made other plans for the cadet. If you grant permission, ensure you know where the cadet is going, who is with the cadet, when he/she will return, and how he/she may be contacted. Keep in mind that CAP CADETS MAY AT NO TIME LEAVE THE LOCAL AREA.)
DAILY DOUBLE SCENARIO (describe what you would do)
You’ve made it to the last day of the exchange. You are safely in the airport when one of the cadets informs you that they have lost their passport, and at the same time, you see on the Flight Information Board that their flight has been canceled due to a storm in the area. All other escorts have safely departed, and you are left alone in the airport with the cadet.
DISCUSSION CAPR 60-2: 3. 3. Managing Risk with Supervisory Ratio Challenges:
Despite the best planning efforts, sometimes short notice challenges arrive that move a well supervised cadet activity into an under-supervised situation that is noncompliant with CAP’s minimum cadet to adult leader supervision standard.
Key principles to guide leaders when troubleshooting: involve the activity’s leadership, attempt to supplement the adult staff, be transparent and advise the next higher command of staffing shortage and proposed solutions and safegards. If immediate unilateral action is required, make the best decision possible but contact the commander who authorized the activities. For instance, where rations won’t be met for more than six hours, parents or guardians must be notified of the change and how risks are being mitigated.
DAILY DOUBLE SCENARIO (Describe what you would do)
Your group has settled into a hotel for the evening. Without your knowledge, an escort from another country has given your ten cadets permission to leave the hotel with their ten cadets (unsupervised) with the instructions to “be back by 11:00 pm”.
When you inquire about the location of your cadets, the escort says, “Oh, they will be just fine, after all, they are adults at age 18.”
Discussion
This is your role when a cadet is visibly exhausted but won’t speak up.
What is: monitor for signs of fatigue and ensure downtime or support is offered?
If you've you’ve scheduled multiple back-to-back activities in one day, this is what you should evaluate.
What is: evaluating whether the combined activities exceed appropriate intensity levels?
Exercising your authority as an escort to take timely action designed to ensure that the behavior of the CAP cadets is above reproach.
What is an escort’s responsibility to ensure each CAP cadet ambassador projects a favorable image as a United States citizen.
DAILY DOUBLE SCENARIO (describe what you would do)
It is the day before Sabbath, and one of your cadets wishes to worship. The schedule does not have any time for religious services scheduled. How do you approach this situation?
DISCUSSION ABOUT RELIGIOUS ACCOMMODATIONS:
For those who normally attend religious services, please know that services or the church of your choice may not be available in your host country. Due to the limited resources in staffing and transportation, participants choosing to worship must remain flexible. Please make your requests known to your escort. In deference to the facilities available and to your hosts, please be flexible with this issue. If you have a religious dining requirement/limitation, please identify it in the initial paperwork and coordinate with your escort.
When an accident happens, you will contact this person prior to reporting the incident into this system.
What is the IACE Director and CAPSIS / SIRS?
These are the things you do when a cadet reports inappropriate conduct by a staff member.
What is report it immediately, ensure separation, and follow CAPR 60-2 protocols?
This puts cadets and escorts on a constant carousel of travel, and it burns out the project officer and team.
What is trying to show guests everything of value in a region?
This is what you do when you're hosting cadets and one complains they’re overwhelmed.
What is adjust activity intensity, communicate with staff, and offer support or downtime?
These documents must be carried by escorts at all times.
What is the CAP travel order, NHQ contact list, and cadet medical/emergency info?
This is arranged nightly, or as often as practical, to inform all participants of any changes and to give them a chance to ask questions about the following day’s activities.
What is an Evening Briefing?
2 part answer:
As an escort ambassador, you may need to loan this to a cadet in an emergency.
Therefore, you should have this available.
What is money?
What is $200, or a major credit card?
This is defined as: "Unwanted, aggressive behavior among cadets that involves a real or perceived power imbalance. The behavior is repeated, or has the potential to be repeated, over time. This behavior includes making threats, spreading rumors, and attacking someone physically or verbally.”
What is bullying?
This is our ultimate duty to return cadets in our care back to their families in the same, if not better, condition than when they came to the activity.
What is CAP Safety Culture?
DAILY DOUBLE SCENARIO (describe what you would do)
You have a set schedule for each activity. At one event, the local contact person is late, pushing your schedule behind. To make it to the next activity, you decide to cut short the current activity. The person for the current activity disagrees with you and makes the decision that the next event is not that important. They tell the drivers to stand down and follow their instructions.s.
Discussion about maintaining professionalism and resolving in private?
DAILY DOUBLE SCENARIO (describe what you would do)
You are boarding the bus/van for the next activity and notice that several of the cadets are missing. You locate them and they inform you that they are tired and would like to take the day off.
Discuss
This law is alive and well in the planning of IACE.
The most effective way to combat this law is to engage in efficient preplanning with regular follow-up action.
What is Murphy's Law?
CAP NHQ Program Manager, Ms. Mary Albright, or the NOC is the answer to this question.
Who is the person I contact in an emergency?
She can be reached at 877-227-9142 X 417 during normal duty hours (0730 – 1630 Monday–Friday, Central Time) or the National Operations Center (NOC) at 888-211-1812, who will contact the IACE Activity Director.
