Can any member make a motion? Give me a few reasons as to why they wouldn't be able to.
In Parliamentary Procedure, any member who has the right to vote in the organization can make a motion, as long as they follow the proper meeting rules.
However, there are a few exceptions and situations where a member cannot make a motion, which is probably what your students are learning about:
⚖️ Reasons a Member Might Not Be Allowed to Make a Motion
They don’t have the floor.
Only the member who has been recognized by the chair (the person “holding the floor”) may speak or make a motion.
Example: If someone blurts out “I move to adjourn!” without being recognized, it’s out of order.
They already made or seconded a motion that’s still pending.
A member must wait until the current motion is resolved before making another.
They don’t have voting rights.
Guests, honorary members, or ex-officio members (depending on the organization’s bylaws) can’t make motions because they don’t vote.
The motion is not in order at that time.
Some motions can’t be made while another motion is being discussed (for example, you can’t make a new main motion when an amendment is being debated).
Conflict of interest.
A member may be restricted from making a motion that personally benefits them (in certain formal organizations).
