Liquids have less forces of attraction thus their particles move freely and fill the container they are in. Solids have fixed shapes as they have more forces of attraction and are unable to move freely taking fixed positions.

Atomic radii gets smaller due to the decreased amount of shells. This increases the electrostatic attraction and increases the chance of gaining an electron.
