Issue 1: A lack of commitment to openness and fairness in decision making within the CoC. Power-sharing between community members and those with lived experience is inadequate, leading to unfair processes and resource distribution.

Goal 1: Align the Chicago Continuum of Care Charter to reaffirm commitment to transparent practices in decision-making processes and amplifying the expertise of PLE in setting priorities.
