1. Slaves that have escaped to the North are federally mandated to be returned to the South. Northerners are responsible for carrying this out.
2. "Slaves" being sent back to the south were not allowed to have any trial in court on the matter.
This left potential issues for emancipated blacks who could now be falsely accused.
