 A סְפֶק סְפֵיקָא is a situation of two doubts compounded on each other (aka. “A double doubt”). When a person forgets if he or she counted the עוֹמֶר at all one night, there are two doubts: whether he or she counted, and whether he or she can continue counting with a בְּרָכָה if he or she did not (see last question). Because it is 50% possible that the person counted סְפִירַת הָעוֹמֶר and is eligible to count with a בְּרָכָה anyways, and it is 50% possible that even if he or she did not count the עוֹמֶר, that each night of סְפִירַת הָעוֹמֶר is its own מִצְוָה and that this person could make the בְּרָכָה anyways, we allow this person to continue counting סְפִירַת הָעוֹמֶר with a בְּרָכָה.
