Agency is the WHO, who is going to enact this change. The Mandate clearly states the change that your group wants to enact. Enforcement is who is going to ensure the change is happening. The funding elucidates where the money is going to come from to pay for these changes.

It is evidence that uses numerical values such as statistics, percentages, and numbers to prove your logic.

Give voter tags (reasons why your team should win, strongest arguments), summarize your teamline, convince the judge that your team should win. "We win on this point because..."

If you "distract" from an argument, what are you doing? Why is this a weak form of refutation?
You don't directly clash with your opponent, rather you refocus the judge's attention elsewhere. You should only do this when you're really stuck. It's rather unpersuasive.

What does it mean to "dissolve" an argument? Please dissolve the following argument: "95% of Korean teenagers are under emotional duress (stress) due to the structure of the public education system."
It means to attack an argument in several different ways (using several D's) For example: deny and discredit. "95% of Korean teens is an extremely high statistic and I highly doubt your sources are accurate. Additionally, they receive stress from other sources such as their parent's expectations and extra curricular activities.

What is the difference between OBJECTIVE and SUBJECTIVE evidence? Which one is stronger and why?
Objective evidence means it's from an unbiased, professional source such as news, fact databanks, expert opinions, statistics. Subjective evidence is biased evidence or involves personal experiences or opinions. Objective evidence is stronger because it is CONCRETE; it requires research and preparation from experts.

Non sequitur and ad populem are both types of logical fallacies. What do they mean?
Non sequitur is a fallacy in cause and effect. It means "does not follow" so your reasoning does not follow. Ad populum means "appeal to the people," so you are basing your claim on popular opinion.
