Quickly summarize protein synthesis

DNA is prompted to express a gene, it is unwound and a copy is made through transcription.  The resulting mRNA strand leaves the nucleus where it meets with a ribosome and tRNA. tRNA reads the mRNA Codons (translation) and chains together the proper amino acid sequence into polypeptides.  When done they fold into the proper protein.

Why do you think genes are not expressed at all times

Genes and structure take time and energy, meaning that our body has to decide when to have them activated.  Also some genes expressed would contradict others, or not fit the correct scenarios.
