No, staff do not have to provide transportation. Transportation by staff is only available when there is availability and is a necessity.

Is a safety warning and a 51-A the same thing? why?

No. A safety warning is given out by the program when any of the safety expectations are violated. A 51-A is a report filed with DCF regarding child abuse or neglect.

What is the grievance policy?

The first step is mediation with both parties to try and resolve. If not doable, a formal grievance is written by the resident on the appropriate form and given to the program director. The PD has 2 days to respond to the form. If the resident feels their complaint is not being addressed it can be elevated.
