Balanced forces occur when all forces acting on the object cancel it out - the force of me winding the fishing rod in and the fish swimming away were equal - resulting in no movement.
Unbalanced forces occur when there is a difference between the amount of forces applied on the object - the force of my friend winding the fishing rod in was stronger that the force of the fish swimming away - resulting in movement.
